Another shot from the ultra-80s shaded Doctor Who anime.
Actually, the Doctor's colour palette in this scene is lifted from episode 21 of the masterpiece that is Escaflowne, so it's more 90s than 80s to be precise. Still classic, hand-drawn anime though.
The background is a real place in Shinjuku, Tokyo. It's called Studio ALTA and it's got a massive screen constantly showing adverts and the latest music, etc, so it's a damn good place to meet people at if they're going to be late (as you've got something to watch whilst you wait for them to turn up).
